Germany's New Climate Strategy 2024: Citizen-Driven Adaptation Measures

Five regions across Germany, chosen for their vulnerability to climate change, hosted dialogue events. Around 80 participants gathered to discuss climate adaptation measures and offer recommendations. Meanwhile, an online platform allowed citizens to contribute ideas for a climate-adapted Germany from September 18 to October 22, 2023.

The events were part of a broader participation process that included an online youth engagement programme, 'YourDialog ClimateAdaptation', targeting young people aged 14 to 25. This initiative focused on the long-term impacts of climate change and future visions.

From these discussions, a citizen panel, or 'Bürgerforum', was formed. This group developed recommended solutions, measures, and tools for adequate climate change preparedness and protection.

Experts from various sectors also played a crucial role. They participated in a two-day dialogue event, enriching goal development, indicators, and action proposals for the climate adaptation strategy.

The German Adaptation Strategy to Climate Change 2024 (DAS 2024) was adopted by the federal cabinet on December 11, 2024, incorporating the results of the participation process. Federal states and associations provided written feedback on the draft strategy during a formal consultation procedure in October 2024. The strategy aims to address the diverse challenges posed by climate change across Germany.
