China's Global Influence Surges: Military Might, Cyber Warfare, and Norm Shaping

China is making significant strides in global influence, flexing its military might and shaping international norms, according to recent developments. The authoritarian nation is outpacing democracies in the competition of ideas, employing advanced media and information tactics to promote its agenda.

China's state-sponsored cyber espionage groups, such as RedNovember, have been particularly active in Europe since October 2025. They have intensified operations, targeting European institutions with sophisticated cyber attacks and disinformation campaigns. This follows a pattern of focusing on technology and information to favor the Chinese Communist Party (CCP).

Meanwhile, China's military capabilities are growing. In the South China Sea, it has been building fortified islands and intimidating neighboring countries. In March 2025, it conducted unannounced live-fire exercises within Australia's Exclusive Economic Zone. Then, in August, it held joint drills with Russia in the Sea of Japan. The CCP has also increased military activities around Taiwan, including live-fire exercises and blockades, to menace the democratic island nation.

Beyond military might, China is actively seeking to rewrite global technology rules and norms. State-linked companies and initiatives like China Standards 2035 are driving this effort. The CCP also uses United Front work as a 'magic weapon' to influence overseas Chinese communities, foreign governments, and businesses with a presence in the Chinese market. A recent report detailed how the CCP influences politicians in New York City and Australia through outward-facing influence activities.

China's growing power and influence pose significant challenges to the international order. Its success in the tech competition could lead to a world with more censorship, surveillance, and official control. Democracies must respond concertedly to counter these trends and preserve their values and institutions.
